To develop the country, collaboration from all sectors – government, private, and civil society – is a necessity. Especially now that the world has entered into the new digital era that is rapidly and constantly changing and more complex than ever before, in order to strengthen the civil society and the society at large, everyone must unite to build a partnership and network that can engage the public and create real change.

The Center for Philanthropy and Civil Society (CPCS) was established on March 19, 1997, as an independent unit under National Institute of Development Administration (NIDA). The Center aims to study and develop a systematic body of knowledge in philanthropy and civil society in order to promote and strengthen the Thai civil society. Consequently, the key mission of the CPCS is to strengthen the civil society organizations, private development organizations, and community organizations which are the driving force behind the promotion of and support for sustainable development, collective interests, and social justice. The activities the CPCS has been undertaking include the following areas:

• the study and development in philanthropy, civil society, and other relevant fields;

• the center for data an information on philanthropy and civil society;

• coordination on philanthropy and civil society projects and provision of advice for civil society sector;

• academic services, for instance training, seminar, conference, and advisory to civil society sector;

• promotion of public understanding and civic engagement of philanthropy and civil society.

In addition to the main activities, the CPCS also works closely with domestic and international civil society organizations, foundations, public and private sectors, particularly with the Social Enterprise Thailand Association (SE), of which the CPCS serves as the Association’s secretary.

The CPCS also collaborates with international civil society organizations such as CIVICUS whose mission is to support and promote the global civil society and the Synergos Institute, which is an independent nonprofit organization with the mission to eradicate global poverty. At the same time, the CPCS serves as an information center (APPC-IC) and APPIN for Asia-Pacific Philanthropy Consortium in Thailand.

Another critical role of The CPCS is the Office of Secretariat for Transparency Thailand (T-Thailand), which was spearheaded and established by the CPCS since 1998. It is part of the global network in working toward promoting and enhancing honesty, integrity, and transparency at both national and international levels. The main mission of T-Thailand is to promote public awareness in anti-corruption, transparency, accountability, and public mind and responsibility.

ความเป็นมา

                การพัฒนาประเทศต้องอาศัยความร่วมมือกันทุกฝ่ายทั้งจากภาครัฐ ภาคเอกชน และภาคประชาสังคม  ในภาวะที่สังคมไทยเปลี่ยนแปลงอย่างรวดเร็วและซับซ้อนยิ่งขึ้น  สังคมจะเข้มแข็งและประชาสังคมจะแข็งแกร่งได้  หากทุกฝ่ายร่วมมือร่วมใจกันทำงาน เป็นหุ้นส่วนซึ่งกันและกันอันเป็นพื้นฐานการทำงานเป็นเครือข่ายเพื่อช่วยเหลือสังคมและกระตุ้นให้สาธารณชนรับรู้ เข้าใจ และเข้ามามีส่วนร่วมในการดำเนินกิจกรรมสาธารณประโยชน์และประชาสังคม

                ศูนย์สาธารณประโยชน์และประชาสังคมได้จัดตั้งขึ้นเมื่อวันที่  19  มีนาคม  2540  มีสถานภาพเป็นหน่วยงานอิสระในสถาบันบัณฑิตพัฒนบริหารศาสตร์  เพื่อเป็นศูนย์ศึกษาและพัฒนาองค์ความรู้ด้านกิจกรรมสาธารณประโยชน์และประชาสังคมอย่างเป็นระบบ  ตลอดจนเผยแพร่และรณรงค์ให้สังคมไทยเป็นประชาสังคมที่เข้มแข็ง

 ภารกิจ

                ศูนย์สาธารณประโยชน์และประชาสังคม  มีภารกิจหลักในการเสริมสร้างความเข้มแข็งและแข็งแกร่งแก่องค์กรเอกชนสาธารณประโยชน์  องค์กรพัฒนาเอกชน องค์กรชุมชน ซึ่งเป็นพลังสำคัญในการส่งเสริมและสนับสนุนการพัฒนาที่ยั่งยืน และประชาสังคมที่เสมอภาคเป็นธรรม และทำประโยชน์เพื่อส่วนรวม 

กิจกรรม

-  ศึกษาวิจัยและพัฒนาองค์ความรู้ด้านกิจกรรมสาธารณประโยชน์ ประชาสังคม และสาขาที่เกี่ยวข้อง

-  เป็นศูนย์ข้อมูลทางกิจกรรมสาธารณประโยชน์และประชาสังคม

-  ประสานกิจกรรมและโครงการด้านกิจกรรมสาธารณประโยชน์ และประชาสังคมในประเทศและต่างประเทศ

-  บริการวิชาการ เช่น การฝึกอบรม การจัดสัมมนา การประชุม การให้คำแนะนำปรึกษาแก่ภาคประชาสังคม

-  สนับสนุนและประสานงานการดำเนินงานประชาสังคม

-  ส่งเสริมให้ประชาชนเข้าใจ สนับสนุน และมีส่วนร่วมในกิจกรรมสาธารณประโยชน์และประชาสังคม

 

ศสป  และเครือข่ายกิจกรรม

                ศสป ได้ทำงานร่วมกับภาคประชาสังคมในประเทศและต่างประเทศ  ในประเทศได้ร่วมมือกับองค์กรเอกชนสาธารณประโยชน์ มูลนิธิ ภาครัฐและภาคเอกชน โดยเฉพาะอย่างยิ่งกลุ่มธุรกิจเพื่อสังคมไทย (ธสท) ซึ่ง ศสป ทำหน้าที่เป็นสำนักงานเลขานุการของกลุ่ม

                ศสป ได้ร่วมมือกับภาคประชาสังคมในต่างประเทศ เช่น CIVICUS  ซึ่งเป็นองค์กรระหว่างประเทศที่เสริมสร้างประชาสังคมทั่วโลก The Synergos Institute  ซึ่งเป็นองค์กรอิสระไม่หวังผลกำไรที่มุ่งหาทางแก้ไขปัญหาความยากจนทั่วโลก  ขณะเดียวกัน ศสป ทำหน้าที่เป็นศูนย์สารสนเทศ (APPC-IC)  และ APPIN ของ Asia-Pacific Philanthropy Consortium ในประเทศไทย

                นอกจากนั้น ศสป ทำหน้าที่เป็นสำนักงานเลขานุการขององค์กรเพื่อความโปร่งใสในประเทศไทย (Transparency Thailand)  โดย ศสป ได้ประสานงานการก่อตั้ง T-Thailand มาตั้งแต่ต้นปี 2541  ซึ่งเป็นส่วนหนึ่งของเครือข่ายความร่วมมือทั่วโลกที่มีวัตถุประสงค์ร่วมกันในการส่งเสริมและเสริมสร้างความซื่อสัตย์ สุจริตและความโปร่งใสในระดับนานาชาติและระดับชาติ  องค์กรเพื่อความโปร่งใสในประเทศไทยมีภารกิจหลักในการส่งเสริมให้ประชาชนรับรู้ถึงความโปร่งใส และกระตุ้นให้ประชาชนมีส่วนร่วมและสนับสนุนประเด็นเกี่ยวกับความโปร่งใส ความรับผิดชอบต่อผลงานและความรับผิดชอบต่อสาธารณะในประเทศไทย
